KHC is soliciting proposals for the provision of Interactive Voice Response (“IRV”) Pay-By-Phone services.

IVR Pay-By-Phone – Services will include, on a daily basis:

1. Develop automated pay-by-phone service that integrates into our existing IVR system;
2. Provide to all mortgage loan customers the ability to process a mortgage payment using their voice or telephone touchpad via a toll-free number and debit the customers’ checking/savings account;
3. Provide a daily ACH file to our bank in the appropriate file format containing records of all accepted mortgage payments processed that day;
4. Possess ability to accept a daily upload file containing updated mortgage payment information from KHC in a layout and format acceptable to KHC;
5. Offeror must have ability to provide a daily download file containing all accepted mortgagee loan payments for the day in a layout and format acceptable to KHC;
6. Offeror must have ability to provide a daily reconciliation of all account activity; and/or
7. Offeror must provide PCI-compliant Virtual Terminal access that allows KHC staff to manage customer accounts and accept one-time or recurring payments by phone.

On Thursday, February 9, 2012, the U.S. Department of Housing and Urban Development (HUD) announced a settlement with the five largest mortgage servicers, Bank of America, Chase, Wells Fargo, Citi, and Ally/GMAC, resulting in a $25 billion settlement.  Of that, 49 states will receive part of the settlement with Kentucky receiving $58.5 million.
