Kentucky Housing Corporation Announces Emergency Shelter Grant Funding
State housing finance agency matches funds for the first time
Kentucky Housing Corporation has announced the latest recipients, outside of Fayette and Jefferson Counties, of Emergency Shelter Grant (ESG) funds. Forty-four projects proposed by nonprofit agencies and local governments will receive a total of $1,358,739 from the U.S. Department of Housing and Urban Development (HUD) to assist the homeless in Kentucky. In addition, Jefferson and Fayette Counties, which administer their own ESG programs, will receive $616,607 from HUD to fund 38 projects.
The ESG program, administered throughout most of the state by Kentucky Housing Corporation, is a federal program that helps convert and rehabilitate structures for use as emergency or transitional shelters, to fund the operation and service expenses of these shelters and to develop programs that prevent homelessness.
Kentucky Housing Corporation will match the funding of nearly all projects over two years, including projects in Lexington and Louisville, for a total commitment of $1,930,626. This marks the first time that Kentucky Housing has provided a statewide match for the federal ESG allocation.
"By matching these funds and through work with other homeless initiatives, Kentucky Housing Corporation is demonstrating this administration's commitment to eradicate chronic homelessness in Kentucky,” said Governor Ernie Fletcher. “By essentially doubling this year’s federal funding, we are making a positive impact in the lives of thousands of Kentuckians.” A statewide point-in-time count conducted the last week in January 2007 found 7,227 homeless persons. Exact numbers are difficult to obtain due to the nature of homelessness, but this is the most accurate number available using standard survey methods. In fact, the exact number is likely higher, since homeless persons are frequently on the move and are not always visible during the count.
