Owners must submit a written request and the required documents according to the type of rent increase they are applying for. According to Kentucky Housing’s procedures for all approved rent increases, the owner will be notified in writing of the amended exhibit of the contract and an approved, signed rent schedule HUD 92458 form must be sent to the CA and HUD. If the property is required to increase the Reserve for Replacement, the letter will include that information. Owners will be required to submit signed copies of the HUD 9250 form to the CA when applicable. The CA will then forward it to HUD for final signature. HUD sends the executed copy to the Mortgage Company for processing the adjusted payment. A copy is also returned to the owner and CA. The owner’s appeal process described in HUD Handbook 4350.1 will be used if the rent increase is denied or adjusted. Any/all rental adjustments where the amount requested is 5 percent or greater than current rents will be reviewed by the CA and a recommendation letter along with backup documentation will be forwarded to HUD for final approval. If applicable, the utility allowance schedule will be processed.
