To obtain assistance payments, the owner must submit a monthly subsidy billing to HUD or the CA. Per HHB 4350.3, Chapter 9-12, Paragraph B1, monthly payments are made when the owner submits a properly completed certified voucher that meets the required 90% compliance. If the voucher falls below the 90% threshold, HAP is delayed until the integrity of the data is in compliance.
The owner must electronically transmit and submit a hard copy voucher via email, fax, or postal service to Kentucky Housing by the tenth day of the month prior to the month for which payment is requested. HUD Handbook 4350.3, Chapter 9, provides instructions for how the owner should complete the voucher.
Kentucky Housing reviews, verifies and approves all of the vouchers submitted each month as required by HUD to ensure payment to the owner is accurate. Payment is sent no earlier than the first of the month and no later than the first business day of the month as long HAP contract is in effect and HUD funds have been made available to Kentucky Housing for the monthly voucher payment. Properties electronically submit 50059 data to Kentucky Housing s computer database throughout the month and Kentucky Housing processes these payments each month.
